Editorial: AEDC: Consumers In Nasarawa Must Get Their Refund

The Nigerian Electricity Regulatory Commission (NERC) has in February 2024 issued an order to all the 11 Discos to refund to all their unmetered consumers money that they over billed consumer’s through refund/ credit adjustment via order No. NERC/004-014 2024/ and panelized all the 11 Discos various sums of money for violating their order on capping of estimated bills. According to NERC, all 11 discos have over billed their consumer’s with huge sums of money. AEDC, for example, with the franchise areas of Nasarawa, Kogi, Niger, and Abuja, has over billed their customers to the tune of N17.87bn. But 9 months after this order by NERC, AEDC has not refunded its customers a single dime nor made any credit adjustment in their various accounts. Sometimes in April 2024, some concerned electricity consumers in Lafia wrote a letter to AEDC requesting a full refund of money they collected from unmetered customers as per NERC directives and copied the same to the NERC Lafia Forum office and the Speaker of the Nasarawa State House of Assembly. The letter reads: “Reference to the directive on non-compliance with capping of estimated bills (Order No. NERC/2024/004-014)” “We write to request urgent and full explanations as to why AEDC did not comply with the order in Nasarawa State.” NERC, in its statement, indicated that AEDC, with franchise areas in Abuja, Niger, Nasarawa, and Kogi states, over billed unmetered consumers to the tune of N17.874 bn. “In view of the above, we request you refund all Nasarawa consumers in full. ” Note that NERC directed for a full refund of the said amount to all unmetered consumers on or before March 31, 2024.” “And publish the list of credit adjustment beneficiaries in two national newspapers.” “But two months after the NERC directive, consumers in Nasarawa State are yet to get either refunds or credit adjustments.” Nine months after NERC issued this directive and three months after a letter by concerned electricity consumers, nothing was heard from AEDC. In May this year, AEDC responded to the letter written by the concerned electricity consumers through the NERC Forum office in Lafia, acknowledging the receipt of the letter. And informed them that the complaint has been escalated to the relevant section. The response reads: The AEDC management (Nasarawa) acknowledged receipt of the appeal filed by the above concerned consumers from Lafia metropolis dated 17th May, 2024 and delivered on 
19/05/2024.
In view of the above, the management of AEDC wishes to bring to your notice that, 
This matter has been escalated to the relevant user departments and will revert back in due course.

This is because 6 months after their response, nothing becomes out of it, despite the assurance they gave in their response. We therefore call on Nasarawa state stakeholders, including our NAepa, to take up the matter with AEDC and ensure that this refund is made. It is only when this refund is effected that we can comfortably agree that justice is done to electricity consumers in Nasarawa State.
