HOW WADADA WILL DELIVER HIS HEARTS AGENDA.

The delivery of the WADADA HEARTS Agenda (2027–2031) by the incoming Governor of Nasarawa State (insha Allah) Senator Ahmed Wadada Aliyu is anchored on a clear principle, governance must translate intent into measurable outcomes that citizens can see, feel, and verify.

Under Wadada’s leadership, execution is not left to chance, it is systematically driven through an institutionalized Governance Delivery and Accountability System designed to ensure performance, transparency, and rapid problem-solving across all sectors.

  1. GOVERNOR’S DELIVERY UNIT (GDU)

At the center of this architecture is the Governor’s Delivery Unit (GDU), established within the Office of the Governor as the engine room for reform implementation. The GDU drives a tightly prioritized portfolio of 10–15 high-impact initiatives under the HEARTS Agenda, continuously tracking progress, identifying bottlenecks, and coordinating across Ministries, Departments, and Agencies (MDAs) to ensure alignment and speed. Delivery is actively managed, not passively monitored.

  1. MANDATE CARDS & KPI FRAMEWORK

To translate political priorities into operational results, each Commissioner and Head of Agency operates under a clearly defined Mandate Card, which specifies a focused set of 5–7 Key Performance Indicators (KPIs) directly linked to the HEARTS pillars. These KPIs are broken down into annual targets and quarterly milestones, enabling structured performance tracking. A disciplined rating system—Green (On Track), Amber (At Risk), and Red (Off Track)—provides a clear and objective basis for assessing progress and triggering corrective actions.

  1. STATE PERFORMANCE DASHBOARD

This performance system is powered by a State Performance Dashboard, a technology-enabled platform that aggregates real-time data across key sectors, including job creation, investment inflows, service delivery, and infrastructure development. The dashboard supports evidence-based decision-making at the highest level of government while also strengthening transparency by making progress visible and accessible.

  1. QUARTERLY RESULTS REVIEW (QRR)

Performance accountability is institutionalized through Quarterly Results Reviews (QRRs), chaired by the Governor. These sessions provide a structured platform for assessing MDA performance against agreed targets, diagnosing delivery constraints, and implementing corrective measures. High-performing MDAs are recognized and incentivized, while underperformance is escalated and addressed with urgency and precision.

  1. WHAT SUCCESS LOOKS LIKE BY 2031

Through this integrated delivery system, governance under Wadada is characterized by discipline, responsiveness, and measurable impact. By 2031, success is defined not by policy pronouncements, but by tangible outcomes, improved service delivery, accelerated economic growth, strengthened investor confidence, and a transparent government that earns the trust of its people.
