Alhaji Dauda Shuaibu Kigbu: An Epitome of Humility And Compassion

Alhaji Dauda Shuaibu Kigbu mni, an aspirant for the
governorship of Nasarawa state under the platform of the All Progressive
Congress (APC) is a man that requires
little or no introduction at least to the people of Nasarawa state. He
is a man many love to associate with for no other reason
than his humility and compassion. Dauda Kigbu’s
humility and compassion has no boundaries as attested to by many
political commentators who were interviewed by this newspaper in the course of
gathering material for this piece. He is a man that doesn’t
discriminate on any basis, whether tribe or religion. To him, all human beings are equal
and the best among them are those that are humble and compassionate.
He never considers human beings as objects or toys to be mocked or laughed at.
His respect for his fellow human beings is second to none, at
least in our current environment in Nasarawa state. While his
contemporaries look down on people especially the less privileged and the
down trodden with contempt and disdain, Dauda Kigbu has
nothing but tremendous respect for all. He respects the old
and the young, ditto the rich and the poor, in equal proportion.
Despite his achievements in life, Dauda Kigbu never
sees himself as being more important than those who are below his status.
This perhaps explains why in spite of all the fortunes he has
acquired and the influence he wields, he elects to go about in a low profile, a mark of his simplicity.
His simple lifestyle is not borne of hypocrisy. In fact those that are acquainted
with Dauda Kigbu know him as a very bright, unassuming personality in both his private and public life,
He demonstrates an uncommon intellect and
astuteness in all spheres. His rise to fame in his chosen career was a direct
consequence of his intellectual acumen and forthrightness. He is known right from childhood as a cerebral and
morally upright person. Throughout his entire career both in the private and
public sectors, spanning over four decades, he
came out clean and unblemished. Dedication, hard work as well as
prudence in management of resources were keys to his success
story. It is on record that in all the places that Dauda
Kigbu served, he paid particular attention to hard work and
perseverance.
Unquestionably, he is cosmopolitan in nature
and outlook. He loathes primitiveness and
pettiness. He is very well cultured and abhors sentiments especially
one that centres on ethnicity. Though Eggon by tribe,
Dauda Kigbu detests giving preference to tribe or religion instead of
excellence in all his dealings; an action that is the opposite to what obtains amongst most of our elites in Nasarawa state today. It
was precisely his firm stance against primordial sentiments that
endeared him to many. His array of friends and
associates which cut across tribe and religion both within Nasarawa
state and outside speaks volume about the type of person he is and what he stands for in life.
However, the question begging for an answer at this juncture is, Who is
this man Dauda Shuaibu Kigbu?
Alhaji Dauda Shuaibu Kigbu was born in Barkin Abdullahi, Lafia Local
Government on 10th August, 1957, some 60 years ago. He started his early education at Adogi Primary
School, Lafia in 1964 and completed it in 1970, after which he attended Government
Secondary School, Lafia in 1971 and graduated in 1975. It was
at Government Secondary Lafia that Dauda Kigbu’s leadership
qualities started manifesting, as apart from being among the best in his
class, he was, due to his mastery of the English language at
that time, president of the debating society. At that time he
was the delight of the school when it came to debates, as he always
made the school proud.
Upon completion of his secondary education, Dauda
Kigbu did not waste any time in advancing his education with his
immediate enrolment in 1975, into the prestigious Ahmadu Bello University
(ABU) Zaria, School of Basic Studies. In 1976 due his to excellent
performance at the School of Basic Studies, he
gained admission in the same University to read Law and
graduated in 1979 with Bachelor of Law; LLB (Honours) Second Class Upper,
a feat which few achieved at that time. After leaving
ABU, he proceeded to the Nigeria Law School Lagos where
he bagged his Barrister at Law, BL, in 1980. He also attended the revered National Institute of Policy
and Strategic Studies Kuru in 1996 and capped it up with a Masters
Degree in Law (LLM) from the University of Jos in 1998.
Dauda Kigbu as a young lawyer, started his law practice
during his National Service at 1 division Headquarters, Nigerian Army
Kaduna where he served as Legal Adviser from 1980 to 1981. Immediately
after his service year, he secured employment
with the Plateau state government as Magistrate Grade 2 and later
promoted to Magistrate Grade 1 in 1983. And in the same year 1983,
imbued with zeal and foresight, he secured
a job with the then bubbling Jos Steel Rolling Mill as Legal adviser.
Within same year, his ingenuity and foresight pushed him up to the
National Institute for Policy and Strategic Studies (NIPSS) Kuru where
he served as Principal Assistant Secretary and later Deputy Secretary/
Legal Adviser.
Dauda Kigbu spent only three years at the National
Institute for Policy and Strategic Studies (NIPSS) Kuru. By 1986 he
became Company Secretary/Legal Adviser in the then Lion Bank PLC and in 1998 he moved from Company Secretary/ Legal Adviser to
General Manager, Corporate Services Division, a position which placed
him in total control of all secretariat, legal, administrative and
personnel functions of the bank. During his time at
Lion Bank, Dauda Kigbu gave a very good account of himself, so much
so that by 2006, the Federal Civil Service found no reason not to
engage him into the Service. He was absolved into the
Federal Civil Service as Director of Administration and posted to the
Office of the Head of Civil Service. He stayed for only a year in the
Office of Head of Service. In 2007 he was posted to the Federal Ministry
of Youth Development as Director, Network and Social Mobilization and by 2010 due to his resourcefulness, commitment and dedication to
service, Dauda Kigbu was appointment into the position
of Federal Permanent Secretary in the Federal Civil Service which made
him the third person from Nasarawa State, to occupy such a high office.
Upon his appointment as Permanent Secretary, Dauda
Kigbu was posted to the Office of Head of Service of the Federation
where he was assigned the portfolio of overseeing the Bureau of Public
Service Reforms. After a year as overseer of Bureau for Public Service
Reforms, he was transferred to the then Federal
Ministry of Industries, Trade and Investment in 2014. In the same
year, due to his outstanding performance, he was moved to the most
challenging ministry- Federal Ministry of Works.
Dauda Shuaibu Kigbu retired from the Federal Civil Service as
Permanent Secretary in 2015.
During his service, he attended several courses
and seminars, both within Nigeria and outside. Chief amongst them were, National Seminar
on Banking and other Financial Malpractices organized by the Federal
Ministry of Justice, Seminar on Criminal Justice also organized by
same Federal Ministry of Justice, Seminar on Fundamentals of Financial
Markets for Lawyers organized by Euromoney Institute of Finance,
Seminar on Company Secretary and the Changing Nigerian Economic
Environment organized by Nigerian Industrial Development Bank (NIDB)
He also attended a seminar on International
Financial Contracts and Agreements organized by the Ministry of Justice, Workshop on Corporate Audit Committee (POTOMAC) and
Intensive High Level Workshop on International Financial Transaction
organized by Federal Ministry of Justice as well as Workshop on
Advanced Law and Practice of Banking.
The courses which Dauda Kigbu attended outside Nigeria
includeds, Finance for Lawyers course in London, International Financial
Law in London, Advanced Management course in Dublin Ireland,
Executive Management Development Programme Dublin Ireland, Strategic
Management Course, New Orleans USA, International Integrated Risk
Management Programme also in Moody USA as well as Strategic Management
Development Programme in Dubai, UAE.
As man of plumage, Dauda Kigbu also served in various
ad-hoc committees and appointments both locally and nationally. On the
local front, he served as Member, Board of
Governors, Wana Community Secondary School Kagbu, Member Board of
Governors, Eggon Community Secondary School, Nasarawa Eggon, Chairman,
sub-committee on the Merging of some Statutory Corporations in Plateau
State, Chairman, Manpower Rationalization and Audit Committee of
Plateau Investments and Property Development Company Ltd and Secretary
General, National Movement for the creation of Nasarawa state
On the national front, the assignments which he
covered included among others, Head of Nigerian Delegation to the Pan
African Youth Union Meeting, at Dares Salam, Tanzania; participated at
the National Council on Youth Development, Calabar, Cross River
state, Member of the Nigerian Delegation to the 7th Commonwealth Youth
Ministers meeting held a in Sri Lanka.
Dauda Kigbu also served as member of the delegation to
the ECOWAS Ministers of Youth and Sports Meeting held at Cotonou. He
further served as member of delegation to the African Commission on
Youth Employment, Accra Ghana; represented the Minister of Sports at
the 2nd Meeting of Youth and Sports Ministers Held at Niamey Niger
Republic; participated at the African Union Bureau of Youth Ministers’
Meeting in Addis Ababa, Ethiopia. He also participated at the National
Council on Youth Development, Abuja and served as member of the
delegation to the Commonwealth Heads of Government Meeting (CHOGOM)
held at Trinidad and Tobago. He also served at a similar meeting of
CHOGOM held at CAPAM Malta. He served as Chairman, Presidential
Committee for the Re-introduction of toll system in management of
roads.
In view of his vast experience in both the public and private sectors,
Dauda Kigbu was at various times invited to serve on
the board of many government- owned companies such as Nigerian
Commodity Exchange where he served as acting chairman, He served as
Member Standard Organisation of Nigeria (SON), Member, Financial
Reporting Council (FRC). Member, Nigerian Investment Promotion
Commission and Chairman Nigeria Institute of Mining and Geosciences.
Apart from serving as Secretary – General, committee on creation of
Nasarawa state, Dauda Kigbu assisted the state in many
ways particularly when he was serving as Federal Permanent Secretary,
as on many occasions, he worked out a synergy with the government of
Nasarawa state on aspects of advancing the fortunes of the state in
the Federal Ministries he served. This was besides quantum of
employments he either gave out directly to indigenes of Nasarawa state
when he was at the Lion Bank or assisted in lobbying for them to get
at the Federal Service. And one remarkable thing was that virtually
all the three senatorial districts of the state benefited from those
gestures.
Indeed, going through the profile of Alhaji Dauda Shuaibu Kigbu one is
left with no option than to acknowledge the fact that a man with all these
baggage of experiences cutting across almost all fields of human
endeavour and spanning over forty years, is more qualified to
govern Nasarawa state as he will bring all these experiences to bear
in his administration if voted into office and ultimately,
the people of Nasarawa state are the ones to reap the benefits.
